Tokyo has repeatedly defied planning.

It is perhaps the least “planned” (as in human top-down intervention) of the “first world’s” cities.

At the same time: Coming back from destruction after destruction, it is arguably the most sophisticated city in the world.

Perhaps there is an uncanny correlation.
